Steps
Connecting to a Folder
Open ArcMap
Pick a location for your template or just close the Getting Started dialogue box
In the right-hand column click Connect to folder (if connecting to a server skip to Connect to a Server)
In the browse box select W:\GIS
Once connected in the folders find the shape file you are looking for. Usually these will be in your department folder
Connecting to a Server
In the right-hand column click Add ArcGIS Server
In the Pop up window select Use Gis Services
Enter the URL for the data you want to access
In the case of TRAKiT resting data this is:
https://gisportal.buttecounty.net/arcgis/rest/services/Trakit/FeatureServer
Enter your username and password for access to this data
Once connected you have access to the files from the published service
